has waded into the dispute between the crewing/manning
Agents and the Maritime Workers Union (MWUN).
The dispute arose as a result of misunderstanding on the modalities and procedures
for the recruitment and placement of Nigerian seafarers on board vessels.
No person or body corporate reserves the right to recruit and have its own pool of seafarers unless so directed by the council.
He said in setting up guidelines to ensure that seafaring jobs are restated evenly among seafarers, the council has put in place four crew/pooling centres.
According to him, the pooling centres include that of Lagos, Port Harcourt, Calabar and Warri. In effect, he said, all crewing takes place in JOMALIC pool centres and manning agents or ship owners take their request for seafarers to any of the crewing centres.
He said the council is to train seafarers in conjunction with ship owners to provide occupational training for seafarers to ensure specialization and optimum utilization by employers based on peculiar requirements.
On recruitment of new seafarers, he observed that any person so trained by anybody corporate shall be required to register with the council directly into its pool system unless it is proved that the employer will retain them as permanent employees.
He informed those present at the meeting that the council has ratified the payment of ITF standard of remuneration of Nigerian seafarers serving on foreign flag vessels operating in the nation's waters inclusive of the oil and gas vessels.
